Minutes of Langtoft Parish Council Meeting held on

Tuesday 27 June 2023 at 19:00 in the Village Hall

 
Present:  Cllrs. Andy Halfhide (Chair), Andy Hallam (Vice Chair), Brian Branch, Debbie Hallam, Yvonne McCulloch, Lewis Trickey & Colin Gamble.
 
In Attendance:  District Councillors Vanessa Smith and Rosemary Trollope-Bellew, 0 members of the public and Sarah Gresty Parish Clerk.
 
Public Forum: 
The clerk reported a resident’s complaint regarding inconsiderate parking in  Manor Close.  Cllr. Dilks is working with LCC Highways on this issue and is liaising with the person concerned.

23/24-48  Minutes: To approve the minutes of :
a) 16 May 2023 Annual Parish Council meeting were a true and accurate record of events.  Proposed acceptance Cllr. Trickey, Seconded Cllr. Debbie Hallam, Cllr McCulloch abstained as was not present, the remaining unanimous in favour of adoption-RESOLVED
 
b) 22 May 2023 Annual Parish Meeting were a true and accurate record of events.  Proposed acceptance Cllr. Gamble, Seconded Cllr Hallam and unanimous in favour of adoption-RESOLVED
 
23/24-49  Items from last meeting for information exchange
 
a) Satellite dishes in conservation area – Cllr. Gamble had researched the 2016 conservation area plan which states dishes should be out of sight.   However, those in place before the conservation designation could remain.
  
b) Grass Cutting costs for whole village.   The clerk had approached the current LPC’s contractor who was unable to quote for this work.    Action:  Cllr. Halfhide to source grass cutting maps for the whole parish.    Clerk to ask gardener to cut in front of the noticeboard at EEP.
 
c) Risk Assessment review – Cllr. Halfhide – c/f
 
23/24-50 Casual Vacancies.  None had been received.
 
23/24-51 Reports from: 
a)County and District Councillors 
 
Cllr. Trollope-Bellew: The first in a series of sessions to help community groups apply for funding is to be held at Deepings Community Centre from 6pm to 8pm on 6 July to cover various areas, including:
• Information about SK Community Fund, LotterySK and UKSPF (Shared Prosperity Fund)
• Open discussion around the type of projects attendees might want to take forward,
• Demonstration of a live funding search to show the support our Community Grants Officer is able to provide.
I spoke at the SK Planning meeting against the proposed Mallard Pass Solar Farm - about the concerns of building on Best and Most Versatile land with 40% grade 3A and upwards, lack of food security, no end date for the completion of the scheme, Greatford being in Flood zone 3 and traffic concerns.
 
Cllr. Vanessa Smith:   A request was made for the parish council to draw up a list of s106 expenditure.  
Vanessa agreed to pursue the removal of the BP advertising hoardings restricting visibility on the highway.    
Cllr. Smith had been working with the parish council to conclude an issue of fencing in Manor Close.                      
 
Cllr. Dilks recently been lobbied by a resident of Manor Close concerned about ‘inconsiderate’ parking in the vicinity of the school which I am pursuing with the Highways Officer.   The upgrade to the speed camera on the A15 in the village has now been digitalise now data sent remotely to Lincoln rather than the regular need to physically remove and renew ‘film’ in the camera.
 
b)Police  Reports are received and circulated and made available on website/noticeboard upon receipt.
i)  Area Superintendents letter.  New meetings to be held online from December 2023 with parish councils are part of the work to renew Neighbourhood Policing model and provide alternative and varied means of engagement. 
 
23/24-52  Working Group Reports
a) Amenities – EEP slide now finished.  The permissive path bridge has been dissembled and is awaiting wood treatment before its re build.   Action:  Cllr. Trickey to chase funding.   The zip wire platform had been repaired.  Action:  Cllr. Halfhide to repair BBG gate spring
 
i) Instillation of adult gym equipment in parks.  £10k Funding had now been received.  The clerk presented pictures of 6 pieces of equipment proposed.   One piece was rejected and the Clerk to obtain an alternative piece of equipment to replace this, to a maximum extra cost of £200 if required.   Action:  Clerk to action equipment installation.
 
ii) GoodSAM Responder App and become a GoodSAM Cardiac Responder. – Cllr. Trickey outlined the app and proposed that he advertise this to villagers in the hope that a good response network can be made.  GoodSAM is integrated with most UK Ambulance services, and when a call that is likely to be a cardiac arrest comes in, the system automatically alerts nearby responders.
• On average, responders receive only 1 to 2 alerts each year - but these basic skills save many lives.
• This is alerting, not dispatch - if you can't go, it's not a problem, the next nearest person is alerted, and an ambulance is enroute as normal.
• If you know how to do CPR, please download the GoodSAM Responder App and become a GoodSAM Cardiac Responder.   https://www.goodsamapp.org/home    Action:  Cllr. Tricky to advertise this app to residents via Life in Langtoft facebook.
 
The Clerk had also received from SKLeisure a Save a life sessions  Adult CPR and Defibrillator free training which with the village hall it is hoped to take advantage of.
 
iii) Speed indicator signs – solar power update – Cllr. Halfhide  c/f  
 
iv) Village Skip  - Date 21 October 23.  Action: Cllr. Halfhide to organise 
  
v) Grass verge and flower tubs outside the shop – Cllr McCulloch informed the meeting that the grass opposite the shop and the flower tubs would not be regularly cared for as the elderly gentleman was no longer able to do this.  
 
b) Cemetery – Report had been received and task outstanding noted.  Action: Clerk to liaise with Gardner.
 
c) Events   When permissive path restored the village footpath walk would be organised possibly September.
 
d) Grapevine Magazine.
i) Proposal:  The adverting costs would remain the same at £150 for a full page and £100 for ½ page Resolved unanimously.
Action:  Cllr. Halfhide to produce a flyer to be distributed in September to research the requirements of a printed grapevine.  Next Edition therefore will be Oct/Nov.
 
Proposed the suspension of Standing Orders to complete the items on the agenda.   Proposed Cllr. A Hallam, Seconded Cllr. Trickey and unanimous in favour Resolved.
 
e) East End Park Pond Project – Report by Pete Coles
Newts have bred in the pond this year.    Initial response from wildlife experts is that these are Great Crested although they have only seen photos of them.  Next year we will get licensed help to possible bottle trap some so we can get a 100% confirmation. At the moment the adults have left the water and moved into the surrounding areas.
The pond will be dry by the end of June.
Following further clarification, the Augean Community Fund grant application has gone forward for consideration. We will know the outcome by end of August.
No plans to undertake any significant activity on site until the end of summer.
 
f) Village Hall – Cllr. Halfhide confirmed that the Village Hall Committee had agreed their new Constitution.

Proposal:  To accept and adopt all the financial matters as presented by the clerk above.  Proposed  Cllr. Halfhide,  Seconded Cllr. Hallam and unanimous in favour-RESOLVED.
 
23/24-67    Correspondence was noted from the agenda and the following additional items were presented.
 
Letter from Pre School Committee Secretary.  It was agreed to allow them to have a fund raising event based around the Christmas reindeer trail.
