Minutes of a Langtoft Parish Council (LPC) Meeting held on Tuesday 21 February 2023 at 19:00 in the Village Hall

Present:              Cllrs. Andy Halfhide (Chair), Brian Branch, Yvonne McCulloch, Steve Valentine, Liz Jarman & Lewis Trickey.

In Attendance: Cllr. Rosemary Trollope-Bellew, Colin Gamble, 0 members of the public and Sarah Gresty Parish Clerk.

 

Public Forum:  No comments.

 

Agenda

 

22/23-203  The Chairman welcomed everyone present.

 

22/23-204  Apologies: were received from Cllrs. Andy and Debbie Hallam,  It was Resolved to accept these apologies.

 

22/23-205  Disclosure of Pecuniary Interests:  There were none.

 

22/23-206  Minutes: of 10 January 2023 Parish Council meeting were presented as a true and accurate record of events.  Proposed to accept and sign.  Cllr. Jarman, Seconded Cllr. Valentine, Brian Branch abstained as he was not present at this meeting, remaining unanimous in favour-RESOLVED.

22/23-208  Reports from:

a)County and District Councillors

 

  1. Cllr. Kelham Cooke’s report was circulated prior to the meeting. 

 

  1. Cllr. Trollope-Bellew Rosemary. 

Identification for Elections – As from 4 May 2023 all voters will be required to show an acceptable form of photo ID at the polling station before they are able to vote in person or proxy.  If you don’t have any form of ID such as driving licence/passport, but wish to vote in person, you can apply for a Voter Authority Certificate by completing a paper application (deadline to apply is 5pm 25 April 2023) by calling SKDC on 01476 406080 or email the election team on Email-elections@southkesteven.gov.uk further information can be found on the SKDC website under District, Parish or Town Council elections May 223.

 

Mallard Pass Solar farm.  This has now been accepted by the Planning Inspectorate after several consultations which began last year.   For interested parities to continue to be able to have their say you need to register by 2 March, information available on the Mallard Pass Actin group website https://www.facebook.com/groups/mallardpassactiongroup/.  At Essendine Village Hall they are hosting an evening of entertainment with proceeds going to MPAG, 25 Feb between 7-11 £5 per ticket pay on the door, bring your own alcohol and glasses. 

 

Cllr Trollope-Bellew confirmed she is running for election as an Independent Unaligned candidate.

b)Police  Reports are received and circulated and made available on website/noticeboard upon receipt.

i) Priority setting meeting feedback due 26 March 2023.  Feedback items reported:

  • increase in suspected drug dealing at East End Park and the Pavilion Park.
  • Disappointment at non police attendance to several incidences last year in the village.  Increase police presence would be welcomed especially in the Penfield area.
  • Officer with a speed gun and the up grade to digital of the speed camera on the A15.

Action:  Clerk to complete the Priority setting form and to ask if attendance at the meetings was available.

 

22/23-209 Co Option.   An application for one of the vacant seats had been received from Colin Gamble.  It was unanimously agreed to co opt Colin to the Parish Council as he had such good experience and would be a real asset to LPC.    Colin was welcomed by a unanimous vote of acceptance. RESOLVED.  Colin accepted the post and signed the Declaration of Acceptance of Office.

 

22/23-210  Working Group Reports

  1. Amenities – A report had been circulated prior to the meeting.

Further quotations are awaited for the notices and signs required for the permissive path so this resolution was not considered at this meeting.

 

Cllr. Halfhide passed the clerk the material list for the slide repairs.  Action:  Clerk to order items.

 

Cllr. Jarman had been approached by a volunteer who would be willing to install the goal post net hooks at both parks.    Action:  Cllr. Jarman to inform volunteer and to pass contact details to Amenities group.

 

It was noted that further stakes were required to hold the net at the back.

 

  1. Cemetery – A report was circulated prior to the meeting

Resolution: 2 quotations were considered to straighten a loose headstone which is unsafe in the old part of the cemetery.     

Proposal:  Cllr. Halfhide proposed the accept the quotation of £377.28 from Stone Carving Co, Seconded Cllr. Trickey and unanimous in favour.   Action:  Clerk to commission work.

 

Resolution: To purchase of a weed torch burner and small fire extinguisher for use on the weeds on graves during the spring and autumn months only.   Cost of wand approx. £23 cost of the fire extinguisher TBC.

Proposed acceptance Cllr. Halfhide, Seconded Cllr. Trickey, Cllr. Branch abstained remaining Cllrs. unanimous in favour RESOLVED.    Action:  Clerk to purchase items.

 

  1. Events
  1. Kings Coronation Event.  A report and resolution had been circulated prior to the meeting.

The event would be held at East End Park 2-6pm.

Proposal:  For Events Committee to spend £750 from resolved 2023/24 budget expenditure on this event.

Proposed Cllr. Gamble, Seconded Cllr. Valentine and unanimous in favour- RESOLVED.

 

  1. Langtoft Coronation Celebration 1 July 2023 (usually called Langtoft Festival but for 1 year only, title change!)  would like to ask if it would be possible to hire or borrow the 2 parish councils marquees for the event.  The marquees will be insured against damage should this be allowed. Cllr. Jarman.  It was unanimously agreed to lend the marquees to the Langtoft Festival free of charge.

 

  1. Grapevine Magazine.  March/April edition has been done by Cllr. Halfhide and all agreed that it was a very good edition.   Unfortunately, Bourne Academy could only assist with the next edition so it was decided to keep editorial inhouse until a permanent editor could be found.

 

  1. East End Park Pond Project – Pete Coles Report had been circulated prior to the meeting and was noted.

 

  1. Village Hall – Cllr. Jarman reported that Architect’s  quotes are being sourced to extend the back on village hall.  

 

  1. Planning Issues Applications received since last meeting were noted.  All had been responded to by LPC.

  1. Penfield – Notes from the group meeting of 15 December had been circulated prior to the meeting.  A thank you letter would be sent to the volunteer who repaired the container after the break in.  Action:  Clerk to send letter

 

22/23-211 Finance & General Purposes : Financial matters presented by the Clerk as follows:              

              

  1. Financial Report for the period 01 April 2022 to 31 January 23 with bank statements and bank reconciliation report.

 

  1. Resolution:  To add as bank signatory Cllr. Lewis Trickey to replace Martin Laurdison who had resigned from LPC.   Proposal:  to sanction signatory change.  Proposed Cllr. Halfhide, Seconded Cllr. Hallam and unanimous in favour-RESOLVED

 

  1. Langtoft Festival agreement to use remaining £500 donated funds toward the costs of the slide repairs at East End park was noted.

A discussion took place on the protocols and practices of the above items.  

Action: April meeting Agenda item.   To form a working group to review facebook

  3. Mallard Pass Action group reminder that the deadline to register as a consultee is 2 March
