Minutes of Langtoft Parish Council (LPC) Meeting held on Tuesday 4 April 2023 at 19:00 in the Village Hall

 
Present: Cllrs. Andy Halfhide (Chair), Andy Hallam (Vice Chair), Yvonne McCulloch, Lewis Trickey & Colin Gamble.
In Attendance:   District Cllrs. Rosemary Trollope-Bellew & Kelham Cooke,  1 member of the public and Sarah Gresty-Parish Clerk
 
Public Forum: 
 
• A member of the public wanted to acquire further information on planning application s23/0482 and to hear the Parish Council’s thoughts on this applications.    Response:  It was noted that past applications for this site had been disallowed at appeal.  The barn on this site was very unsightly and the house was an interesting 1930’s style to add interest to the street scene, however it was felt that the proposed plans for a replacement dwelling looked of high quality, would be a higher specification and also in keeping with other housing in the area.  The property has stood empty for some 3 years and was in a poor state of repair.   Concern at loss of stone walling and widening of gateway was discussed.   A full Parish response on material consideration would be formulated by the clerk and circulated for parish council for agreement before submission to the SKDC Planning portal.
 
• Stowe Road new culvert and loss of trees.   Confirmation would be sourced to see if this was connected to the Anglian Water pipeline development.

22/23-234  Chairman officially opened the meeting.
 
22/23-235  Apologies were received from Cllrs. Debbie Hallam and Liz Jarman.  It was Resolved unanimously to accept these apologies.
 
22/23-236 Disclosure of Pecuniary Interests: Cllr. Andy Halfhide declared a financial interest to the insurance claim settlement for the stolen generator item 22/23-254 & 260. 
 
22/23-237  Minutes of 21 February 2023 Parish Council meeting were presented as a true and accurate record of events.  Proposed to accept and sign.  Cllr. Gamble, Seconded Cllr. Trickey and unanimously in favour-RESOLVED.
 
22/23-238 To receive reports from 
a)County and District Councillors 
Cllr. Kellham Cook Report
 
The footpath at the A15 cross roads to the pedestrian crossing had been reported as being very unsafe for wheelchair users.  District Cllr. Agreed to raise this as an issue.
 
BP fuel station.  Complaints about excessive signage such as billboard were requested to be removed.  Cllr. Cook agreed to ask the developers to remove these.
Roundabout signage needs altering.  The signage is very unclear, vehicles are using the right hand land to Peterborough as directed but this is actually the lane to enter the fuel station.
Cllr. Cook agreed to speak to LCC highways again on this matter.
 
Cllrs. Trollope-Bellew and Cooke reminded everyone of the up and coming District elections.
 
b)Police  Reports are received and circulated and made available on website/noticeboard upon receipt.
 
22/23-239  Working Group Reports
a)Amenities A report had been circulated prior to the meeting.  Other issues discussed: 
• Approx price wood for the permissive bridge repair approx. £322 inc VAT hopefully to be done by Deeping lions. 
• Langtoft Litter lifters had begun an ad hoc litter pick.  Disposal of rubbish to be more monitored.  Action: Cllr. Jarman
• Defibrillator Weekly Check.  Units must be checked weekly and recorded.  Action: Item for next agenda.
• The East End Park slide repair to the undertaken ready for the 6 May event.   Action: Clerk to order skip
• Small signage discs had been researched by Cllr. Halfhide at an approx. cost of £2-3 each.  It was unanimously resolved to order a variety of these for the new permissive footpath.
 
b)Cemetery Nothing to report.
 
c)Events Kings Coronation Event.  Notes from the most recent events meeting had been circulated prior to the event.  Cllr. Yvonne collated some volunteers from the Parish Councillors to erect and take down the marquee required.   More volunteers for the day are required.
 
d)Grapevine Magazine.  Cllr. Halfhide will again produce the next edition.
A request for a dating advert had been received but it was unanimously decided that the grapevine was not the media for this advert.   Action: Clerk to reply to request. 
 
e)East End Park Pond Project – A report from Pete Coles had been circulated prior to the meeting.  The clerk reported on Pete’s behalf that the tree felling and pollarding would now take place in September after bird nesting season.
 
f)Village Hall – Nothing to report Cllr. Halfhide was unable to attend the meeting.
 
g)Planning Issues Applications received since the last meeting
 
S23/0482-22 East End.  This was discussed in the open forum above and a response will be formulated from the Parish Council to the SKDC Planning Officer.
s23/0568-Stonehouse Farm, 24 West End.  Response LPC would support this application.
S23/0535 & Barn Owl Close Lawful Development – Noted
 
f)Penfield – Report was circulated prior to the meeting.

It was Resolved to accept all the financial information presented above.  Proposed Cllr. Trickey, Seconded Cllr. Gamble and unanimous in favour.
 
c)Proposal: To sanction the addition of Cllr. Gamble as bank signatory on the Unity Trust Bank account.   Proposed Cllr. Andy Halfhide Seconded Cllr. Hallam and unanimous in favour-RESOLVED.
 
22/23-266 Naturehood request for website access.  Unfortunately under standing orders of LPC it was not possible for LPC to setup a direct debit on behalf of this group.   It was suggested that the group use a free website.  Action: Clerk to respond to group giving free website contacts and to ask for grapevine copy if they wished.
 
22/23-267 Speed Indicator Signs.  monitoring Action: C/f to next agenda.  
 
22/23-268 Social Media and Communication.  
a)To form a working group to review facebook. Action: c/f to next agenda.  Meanwhile Clerk and chairman would monitor
