Minutes of Langtoft Parish Council Meeting held on Tuesday 1 August 2023 at 19:00 in the Village Hall

 
Present:  Cllrs. Andy Halfhide(Chair), Andy Hallam (Vice Chair), Brian Branch, Debbie Hallam, Yvonne McCulloch & Lewis Trickey. 
In Attendance:   PPG Treasurer-Peg Torrance, Chairman-Prem Gyani, Cllr. Phil Dilks, 2 members of the public and Sarah Gresty-Parish Clerk
                                     
Public Forum: 
 
A presentation from a new committee ‘Deepings & Glinton Patient Participation Group’ was heard. Since 2016 it has been a contractual requirement for all GP practices in England to set up a PPG. The group consists of volunteers, who are patients of the practice. The practice manager and a doctor normally attend the meeting.
We aim to act as a conduit between the patients and the staff of the medical centre in order to
▪ support the practice through raising understanding of patients’ needs,
▪ identify ways of improving how surgeries are run,
▪ lobby to improve local health services,
▪ monitor how changes to the NHS are impacting on patients, and
▪ ensuring patients are aware of their rights.
Governed by a Code of Conduct. We are not allowed to discuss health issues, medical conditions or treatment of any patient, but can highlight any concerns put to the PPG to the Practice.
Since the formation of the Deepings & Glinton PPG they have been organising a very successful 
voluntary car scheme. For the benefit of the patients of the Deepings and surrounding villages, who 
are registered with the Deepings & Glinton Medical Practice, particularly those who have no 
transport of their own or cannot use public transport.  Anyone who would like to become a volunteer driver or help the administrators can contact the Car Scheme Coordinator.

Anyone who has a suggestion or comment that they would like to pass to the PPG?
Can either: Send an email to reception.deepingspractice@nhs.net or Fill out a contact form and place it in the PPG box, which can be found in the reception area in both surgeries. A member of the PPG will then get in contact with them.   Action: Clerk to send Grapevine details.
 
• An overgrown plot of land with a large amount of ragwort on New Road adjacent to the sheep field was reported.   Response:  How do I report ragwort in England?  If you're a member of the public and you see harmful weeds growing where horses, ponies or livestock are grazing, you can report this to the: Animal and Plant Health Agency (APHA) Royal Society for the Prevention of Cruelty to Animals (RSPCA) British Horse Society (BHS). Owners and occupiers of land should control ragwort where there is a risk of injury to livestock. The law on ragwort is the Weeds Act 1959.
 
• Overgrown ditches and gullies should be reported to Welland & Deeping Inland Drainage Board (WDIDB) 
 
• The building plot on New Road is overgrowing again and weeds encroaching on neighbours.   Response: LPC believe this plot was sold and the new owners were not known.  Suggested neighbours have a word with any visiting owner. 
• A request to use East End Park was made to provide a day’s entertainment and bbq for children during the summer holiday.  This would be a free event funded by the Festival Committee.     Councillors were in support generally but concerned at the bbq risks.  It was suggested that the Pavilion Park would be a better venue.

:A member of the public raised the urgent need for the internal gate at Black Bull Green to be fixed immediately as this was a safety issue.  Response: Amenities to fix tomorrow.

23/24-69  Chairman officially opened the meeting
 
23/24-70  Apologies were received from Cllr. Colin Gamble.  These were unanimously accepted.  
Other Apologies:  received from Cllrs. Rosemary Trollope-Bellew and Vanessa Smith.
 
23/24-71 Disclosure of Pecuniary Interests: There were none.
 
23/24-72  Minutes of 27 June 2023 Parish Council Meeting were a true and accurate record of events.  Proposed acceptance:  Cllr. Halfhide, Seconded Cllr. Trickey and unanimous in favour RESOLVED.
 
23/24-73  Items from previous minutes for information exchange.  There were none.
 
23/24-74 Casual Vacancies.  A co-option application had been received and circulated prior to the meeting from Kevin Payne.   A general discussion took place to gauge Kevin’s interests and expectations.  Kevin’s main interested were 5g planning applications and speeding traffic but had no pre conceived ideas and wanted to help preserve the more rural aspect of the village for health and well being of residents.  He has lived in the village for approx. 10 years.
Proposal to accept Kevin to the parish council - unanimous voted in favour RESOLVED
Kevin signed his acceptance of office and joined the Parish Council for the rest of the meeting.
 
Cllr. Halfhide left the meeting during agenda item 23/24-74 and Cllr. Andy Hallam chaired the meeting from agenda item 23/24-76
 
23/24-75 Reports from: 
a)County and District Councillors   
Cllr. Halfhide moved this item forward on the agenda and was discussed after the signing of the minutes.
 
Cllr. Dilks gave updates and answered questions on:
• Manor Close Parking issues.   After complaints from a resident, Cllr. Dilks had visited the site, he understood the difficultly of cars parking and restricting vehicle manoeuvrability, however there were no laws being broken.  Additional yellow lines had been considered but Highways felt this would exacerbate the problems in the Close.  No further action.  
 
• 30mph speed extension.   Disappointed with the response from Highways refusing to consider extending the speed restriction beyond Penfield Nature Reserve.  Action:  Cllr. Dilks to pursue this further.
 
• 5g masts have separate Government Legislation pushing to improve communication networks, therefore making it easier for Utility planning permission approval.   Planning authorities can object but have to be very quick to do so.   Legislation states that radiation emission certificate and compliance have to be proved in areas of public habitation.   It is a new chapter for 5g, masts should not be in open spaces, and where possible be attached to existing masts or camouflaged.   Arguments to challenge an application are “What alternatives have been looked at”.  
 
• Village gate location.  Action: Maps of suggested locations were given to Cllr. Dilks to take to Highways for approval.  Once locations agreed funding can be pursued.
 
• BP garage hoardings.   It was noted that this had been actioned and some of the excess signage had been removed.
 
• Cllr. Hallam requested replacement of white bollard on the verge side opposite the church to be replaced.
 
• Cllr. McCulloch requested Highways to look at the Cemetery layby on A15.  Parking here is extremely narrow and visitors turning in and out onto the busy road were at risk.  Cemetery signage was suggested.  Action:  Cllr. Dilks to make a request to Highways.
 
Cllr. Smith had provided a written report which was circulated at the meeting.
 
b)Police  Reports are received and circulated and made available on website/noticeboard upon receipt.
 
23/24-76  Working Group Reports
a) Amenities .  The permissive footpath bridge will be finished this week.  Action:  Clerk to send a thank you letter on behalf of LPC to the Deeping Lions for funding the materials.
BBG gate in the children’s area was a priority to be fixed this week.
The Clerk had undertaken the ¼ equipment inspection in both parks.  Action: Clerk to draw up a list of items for Amenities group.
 
b) Cemetery   Report was circulated prior to the meeting.  A ‘Tidy Day’ would be organised for 2nd September.  Action: Cllr McCulloch to arrange, advertise and do a poster.
 
c) Events: Village footpath walk - Wednesday 20th September  6.30pm  starting at village hall.    Action: Events to do a poster to advertise 
 
d) Grapevine Magazine.   The next edition would be Nov/Dec arrangements for editorial to be actioned.
 
e) East End Park Pond Project .  No update
 
f) Village Hall – The Clerk was progressing, with solicitors, quotations for registering the land.  
 
g) Planning Issues: 
Application S23/1254 Response agreed: Langtoft Parish Council have considered this application, and although it is always very sad to loose another tree in Langtoft, agree that if this tree is causing damage and it is necessary to be felled then we have no objections.
 
h) Penfield – The Penfield group continue to maintain and improve the site.  A recent working party had cut a new path with a steady gradient to allow better access funded by Perkins.
Quotes for a viewing platform are being researched.

23/24-117    Correspondence was noted from the agenda.   Correspondence highlighted was from Cllr. R Davies regarding NHT and Drainage records.   Action:  Cllrs Payne and Gamble to work on this together and report back to the next meeting
