October 24 - Parish Council Meeting DRAFT
DRAFT: Minutes of Langtoft Parish Council (LPC) Meeting held on 24 October 2023 at 19:00 in the Village Hall.
Present: Cllrs. Brian Branch (Vice Chair), Yvonne McCulloch, Kevin Payne, Steve Valentine & Julian Tatam.
In Attendance: Pete Coles, County Cllrs. Phil Dilks, District Councillors Vanessa Smith and Sarah Gresty-parish clerk.
Public Forum:
Pete Coles suggested 30 mph markings on the road surface when the village gates were installed.
Action: Clerk to write to Dan Adams, SKDC Highways for permission for this and the confirmation for the gate positions.
The public forum came to an end at 19:08. It was resolved to close the forum and to continue with the parish council meeting as no further questions were raised. Proposed Cllr. Valentine, Seconded Cllr. Tatam and unanimous in favour.
Agenda
23/24-162 Chairman’s welcome. Cllr. Branch chaired the meeting and welcomed all present.
23/24-163 Apologies were received from Cllr. Gamble. It was resolved to accept apologies unanimously.
23/24-164 Disclosure of Pecuniary Interests: None received
23/24-165 Minutes: of:
a) 12 September 2023 Parish Council Meeting were presented as a true and accurate record of events. Proposed acceptance Cllr. Tatam, Second Cllr. McCulloch and unanimous in favour RESOLVED.
23/24-166 Items from previous minutes for information exchange
Tree safety inspection has been deferred to 13 November
Speed indicator signs. Cllr. Valentine has arranged to train Chris Palmer on Saturday 28th and to assess any equipment required.
Outstanding tasks list for councillors has been updated by the clerk.
23/24-167 Casual Vacancies. None have been received.
23/24-168 To receive reports from :
a)County and District Councillors
County Councillor Phil Dilks.
Baston quarry application decision lies with LCC. Cllr. Baxter is reporting all the potential concerns. Cllr. Dilks will be attending the decision meeting. He stated it would be helpful for LPC to submit a representation with regards to traffic concerns. No monetary benefits will be offered to villagers from this application.
Deeping Leisure Centre has received one bid from the community group which is being assessed at present. If this bid is successful SKDC will look at some additional funding to help with refurbishment. If unsuccessful the building will be knocked down at an approximate cost of £1.5m. The Education Board have been approached to separate the school from the Leisure Centre, approval awaited. Final decision on the Leisure Centre will be made before Christmas.
Devolution. Proposal to go for mayoral authority for Lincolnshire including Grimsby to Boston north and north east Lincolnshire this will be a massive area. Governments are keen on devolution giving local decision making back to local areas. There will be public consultations on this.
Migrants. Hotels in Grantham now emptied of Afghan families who chose to be housed near communities in Birmingham. SKDC have only 1 or 2 families remaining.
Deepings Academy Ofsted has again assessed the school as “required improvement” this is a concern and teachers are leaving.
British Legion Service on Sunday 6th November. Approx. 2.15pm the war graves in the cemetery at Langtoft will be visited and wreaths laid.
District Councillors Vanessa Smith Report had been circulated prior to the meeting.
Additional updates:
Baston Quarry application. Cllr. Smith had attended a meeting last week held by the Baston Parish Council (BPC). Lots of concerns surrounding the quarry application, including air quality and the proximity to properties and the school. Also increased traffic. BPC questioned data by Cemex, the developer, for monitoring dust particle, speed limits, ecological impacts on the River Glen, proximity to the playing field of the school (only 400-500 metres), additional traffic movement on the A14 combined with the quarry traffic at the newly approved Greatford quarry.
It was notes that the site extraction was approx. 9 year with 5 years recovery plan (without any extensions). Comments can be made up to 12 November.
Cllr. Valentine asked if provision for smaller bins was a possibility given the coming introduction of the new purple bin. Concerns at lack of space for some people to house the multiple bins now required.
Cllr. Smith had introduced herself to some of the new Ukrainian families, 7 properties are now filled.

b)Police Reports are received and circulated and made available on website/noticeboard upon receipt. Priority Setting meeting items were discussed. Action: clerk to report that more visibility in the village of officers would be beneficial and that illegal parking, especially at the crossroads be addressed.

a) Financial Report for the period 01 April 2023 to 30 September 2023 with bank statements was presented by the clerk.
b) Bank Signatories. Proposal: To remove Lewis Trickey from the list of approved signatories and to add Cllr. Valentine, Gamble and Tatam. Proposed Cllr. Branch, Seconded Cllr. Payne in favour Cllr. McCulloch RESOLVED.

23/24-191 Working Group current issues:
a) Amenities –
i. Parks - signage, goal nets – Action: Clerk to order 4 x additional signs for Black Bull green and goal net fixings.
ii. Grass contract for 2024 – Proposal: To accept the quotation from BDG Mowing at a small price increase of £6 per cut (£123) for the 2024 mowing season and to authorise an extra cut of grass for this year if required. Proposed Cllr. Tatam, Seconded Cllr. Payne and unanimous in favour RESOLVED.
iii. Dog signs for Black Bull Green – purchase of additional signs at a cost of £12 + VAT + Carriage. Action as ‘23/24-191ai’ above
iv. Defibrillator – purchase of replacement pads £62 + VAT each = Total £186+VAT unanimously agreed. Action: Clerk to order replacement pads
v. village gate funding Action: c/f to next meeting.
Addition item. War memorial at the church. The wooden posts are broken. Action: Cllr. Branch and Payne to replace before 12 November. Gardener to tidy memorial before this date.
b) Events –
Christmas reindeer trail and collaboration with pre school. Action: Reindeer to be put in place 25 November.
Christmas tree also (if time) to be put in place 25th November
Switching on of lights Monday 27 November
Action: Clerk to contact Penfield for tree and arrange with pub mince pies and drinks.
c) East End Park Pond Project –
Pete Coles updated report was circulated prior to the meeting. The funding of £7615 has been confirmed for the next 2 years from Augean Community Fund. Therefore £3862 set aside can be reinvested into parish council funds. 4 bales of green hay from Lincs Wildlife Trust has been spread around the pond. First stage of tree pollarding has taken place, next year further trees will be removed to allow more light and aid the water level. Water has started to come back into the pond 1 month earlier than last year. A digger to sculpt some more scraps in the pond is booked for November pending weather conditions. Logs from pollard willow will form a habitat pile.
d) Village Hall
Proposal: To authorise the Clerk to instruct Taylor Rose solicitors to register the village hall and adverse possession land with the Land Registry to a maximum cost of £3k. Proposed Cllr. Valentine, Seconded Cllr. Payne and unanimous in favour RESOLVED.
e) Penfield-:
i)Aims and Objectives Proposal: to resolve and adopt changes made to the Aims and Objectives dated 22/09/2023 Cllr. McCulloch, Seconded Cllr. Payne and unanimous in favour RESOLVED.
ii)Terms of Reference for the committee Proposal: to resolve and adopt changes made to the Terms of Reference dated 22/09/2023 Cllr. McCulloch, Seconded Cllr. Payne and unanimous in favour RESOLVED.
iii) To receive, consider and resolve consent to apply for about £2600 of grant from the Augean Revenue and Small Capital Grant. This item was removed from the agenda.
f) Gritting winter 2024. Proposal: To continue the gritting contract with Kevin Johnson (Contractor) at £100 per visit + VAT (no increase) Proposed Cllr. Valentine, Seconded Cllr. Tatam and unanimous in favour RESOLVED.
Cllrs. Valentine and Tatam were nominated to the WhatsApp group for gritting decision along with the Clerk.
