Minutes of Langtoft Parish Council Meeting held on Tuesday 12 October 2021 at 19:00 in Langtoft Village Hall

 
Present:  Cllrs. Andy Halfhide (Chair), Cllr. Andy Hallam (Vice Chair), Brian Branch, Yvonne McCulloch, Steve Valentine and Liz Jarman
County Cllr. Phil Dilks, District Cllrs. Rosemary Trollope-Bellew and Kelham Cook, Pete Coles, 4 members of the public and Sarah Gresty (Clerk) 
 
Public Forum: 
a) A member of the public asked the District Councillors if they could action Langtoft residents receiving the SK Today magazine, which not many are receiving.   The magazine is available online.               Action: Cllr. Cook to investigate
b) A young member of the public was in attendance to support his petition to have the goal nets put on the goals at Black Bull Green (BBG).   Cllr. Andy Halfhide proposed to install the nets on both parks with the proviso if any problems arose with the nets, their use would be reviewed and removed if necessary.    Seconded Cllr. Steve Valentine and unanimously in favour. – RESOLVED   
c) A member of the public reported grass cuttings and branches being dumped on Back Lane, West End. Action:  Cllr. Dilks to report this
d) The same member of public reported nuisance van parking on Hyde Gardens.  This vehicle is parked legally, therefore, no further action can be taken.
 
Agenda

a)24 August 2021 Parish Council meeting were presented as a true and accurate record of events and

21/22-96  To receive reports from 
 
a) County and District Councillors 
 
i) Cllr. Phil Dilks gave an update:
A new Highways Manager, Dan Goodman, is now appointed.  Cllr Dilks has a meeting scheduled for Thursday morning (14th October) with him regarding Highways issues.
LCC has ring-fenced £12 million to continue the highways programme, concentrating on pothole on minor roads.   
Bus driver shortage now resolved. 
Still a shortage of care workers.
Covid issue - regular briefing are receive in the light of a surge in the cases in schools
Leisure Centre - impacts for exam space for next year is an issue
Remembrance wreath laying on each war grave in the ward (100 years of Royal British Legion).  2.30 pm Sunday 7th November Cllr. Andy Hallam to attend at Langtoft.
Standing orders were suspend to re-open the Public Forum from part b).   Proposed Cllr. Steve Valentine, Seconded Cllr. Liz Jarman and unanimously in favour
Cllr. Dilks continued his report
New gravel quarry at Greatford and west end of Langtoft.  Pursuing issue regarding this permission.
Action:  Clerk to forward Cllr. Dilks resident’s details who has been collating information
Langtoft issues for Cllr Dilks to pursue were listed:
Weight restriction from Kings Street crossroads, Stowe Road through to A15 crossroads.   
Fuel station - Highways safety issues
Penfield - Container storage, retrospective planning enforcement notice and the charge of £397 per visit.
Penfield Nature Reserve – to install approx. 2m of dropped- curb to enable improved access for all
Permission to site a defibrillator on the lamp post by East End Park
Permissive path footbridge – Clerk to forward correspondence to Cllr. Dilks    
Speed camera on A15 crossroad – To check that this is still in operation
 
ii) Cllr. Rosemary Trollope-Bellew  We continue to work with the Parish Council to remove the Special Expenses Area at Langtoft.  Over the years we have managed to reduce the amount residents pay for the upkeep of the Playing Field on their Council Tax. We are holding Village Arts Days during October half term, the nearest one to Langtoft would be Tallington Village Hall on 25th October, 10.00 – 3.00, for more information go onto stamfordartscentre.com. Returning to South Kesteven this autumn is ‘Live and Local’, the rural and community touring networks, offering music, comedy, drama and dance.  These will be going to less well-known venues such as Village Halls/Community Centres instead of Towns. District Councillors are going to visit North Hykeham to see their refurbished leisure centre facility, which was built on similar grounds to the Deepings Leisure Centre.
I would like to take this opportunity to thank Liz Jarman and her team for organising a splendid Langtoft Festival this year, Kelham and I were very happy that the district was able to help with money from the SKCommunity fund and our Ward Councillors fund, which we donated 2020, was put to good use.  Looking forward to 2022.
 
iii) Cllr. Kelham Cook No concerns at present in SKDC regarding shortage of workers. Covid infections rates are rising so staff are continuing to work remotely, with a phased return to keep everyone safe.
SKDC have 2 Refugee families in a re-settlement programme 
SKDC are in Purdah as forthcoming by elections in Stamford, and Grantham on 28th October 21
After a Cabinet reshuffle, Adam Stokes is the new Deputy Leader.  
Deeping Leisure Centre - Plans to refurbish the leisure centre and start before Christmas at a cost of about £7 million, which would extend the life of the centre by 25 years, are going to a vote at the next SKDC full council meeting
Action:  Cllr. Cook was asked to investigate if the old tree guards could be collected from Penfield by the refuse lorry
 
b) Police – police report circulated with agenda and available on website noticeboard.  PCSO Everitt has started getting back into primary schools to deliver the Mini Police programme and is looking forward to working with the children. If there are any events coming up that you would like us to attend then please get in touch. PCSO Everitt continues to carry out a mixture of vehicle, cycle and foot patrols of the area and is happy to stop and answer any questions people may have.
Local Priority Every three months, we listen to your concerns and look at recent crime statistics to shape the things we will concentrate on for the next three months.  Our current priority is:
ASB on East End Park, Langtoft  If you have any issues that you feel need to be considered at the next quarterly priorities meeting then please let us know.  The number of ASB incidents reported to us have continued to be low across the area. PCSO Everitt has been regularly patrolling parks and green spaces to engage with users.
Burglary  There were 2 burglaries reported in The Deepings during September and an individual has been charged for these offences. Caravan Thefts  Overnight on 20th September 3 caravans were stolen from a storage facility in the area. At this time no suspects have been identified.
Tool Thefts  Between 24th and 27th September there were a number of reports of thefts of tools from vehicles or stolen number plates across the Stamford, Bourne and Market Deeping area. Investigations are ongoing.  Please contact us on 101 or via our online reporting tool to report any incidents of ASB. These reports help us to fully understand where our patrols need to be targeted and also helps to determine our neighbourhood priority for the quarter.

21/22-133 Working Group Reports
 
a) Penfield.  Cllr. Andy Halfhide thanked Pete and all the volunteers for the hard work and fantastic results achieved to open Penfield; it is truly a huge asset for the village.
i) Expenditure for First Aid Training.   Quote were presented and a recommendation of training by Fenland First Aid Services Ltd at a cost of £374 for 8 learners was proposed by Cllr. Andy Hallam, Seconded by Cllr. Yvonne McCulloch and unanimously in favour. – RESOLVED
Action: Pete to arrange this with the volunteer.
ii) Update Report on Penfield was received prior to the meeting and Pete Coles updated the meeting on further progress.
iii) Retrospective planning permission required for the container.
Action:  Cllr. Dilks to take action on behalf of the Parish Council.
 
b) Cemetery
i) c/f item 21/22-86e Trees in the Cemetery (Cllrs. Branch and Hallam) Action: carried forward
ii) Relaying of path – A start date of 1st November has now been received for this work. 
 
c) Amenities  A report was received from Cllr. Andy Hallam
i) To Resolve to permit or not permit goal nets.  Resolution made above Public forum b).
ii) To receive ROSPA report for Black Bull Green.  Action: working group to action points raised
iii) Contract with Kevin Johnson, 4 Church Road, Wittering PE8 6AG for the 2021 winter gritting programme.  The clerk reported that no other quotes had been received.  Kevin has agreed to continue the contract from winter 2020 on the same basis and costs.  Proposed acceptance Cllr. Andy Halfhide, Seconded Cllr. Andy Hallam and unanimously in favour. – RESOLVED
iv) East End Park Trees –Planning permission S19 0832 had lapsed for the trimming of 5 maple trees.  A re-quote was presented by Elderwood Tree Care with the addition tree work required within the park after a survey of the trees.  
Action:  Clerk to resubmit the planning application for entire tree work
v) The permissive path and footbridge to the north side of EEP “no longer exist” The right ow way was withdrawn in 2006. Lincs County own the land and rent it to a farmer from Thurlby.
Action : Clerk to forward to cllr Dilks contact details for Cllr’s Branch and Hallam
Action: Cllr Dilks to contact Cllr Branch and Hallam on Thursday morning and arrange a site visit with a view to getting the rights for the path and the bridge reinstated.
 
d) Finance & General Purpose  To improve website resilience, the Clerk recommended accepting support cover from Pete Langford (LALC) at a cost of £60.00 per year. Unanimously agreed for clerk to go ahead.
 
e)    Events:  
i) The Queens Platinum Jubilee 2nd June 2022 Action: c/f to next meeting
iii) Christmas Card design. Cllr Yvonne McCulloch presented the design done by Elaine Anderson.  Unanimously agreed to use this design.
iv) Christmas @ the Crossroads – Agreed date Monday 6th December.
v) Reindeer Trail. Agreed.  Action: Rudolph to have a sleigh
 
e) Grapevine. Report by Cllr. Yvonne McCulloch received.

g)    Planning Issues: To receive planning applications:
i) S21/1792 Erection of two storey side extension and single storey rear extension.
2 Ryefield, Langtoft, Lincolnshire, PE6 9RE.  Action: No objections
ii) s21/1829 Two-storey rear extension, 45 Manor Close Langtoft PE6 9NB. Action: No objections. However, concerns raised regarding the first floor window overlooking the play area.
iii) s21/1844 Demolition of an existing extension, erection of a two-storey side extension, erection of single storey rear extension, demolish existing garage and shed erection of garage/workshop. Action: No objections
iv S21/1912 Erect garden summer house, 90 East End Langtoft PE6 9LJ.  Action: No objections

21/22-134 East End Park Pond – Penfield volunteers are agreeable to clearing the pond.   Action:  Consultant to view the pond and to advise on which trees to remove.
 
21/22- 135 Defibrillators update – Cllr. Andy Halfhide reported that 2 defibrillators are due to be installed imminently, 1 at Aquilla Way and 1 at the crossroads.  A third is still awaiting confirmation of the site.
