Minutes of the Annual Meeting of Langtoft Parish Council (LPC)
held on 17 May 2022 at 19:00 @ St Michael’s Church
Present: Cllrs. Andy Halfhide (Chair), Cllr. Andy Hallam (Vice Chair), Brian Branch, Debbie Hallam,
Yvonne McCulloch, Steve Valentine, Liz Jarman, Lewis Trickey and Martin Lauridsen.
In Attendance: LCC County Councillor Phil Dilks, SKDC County Councill Rosemary Trollope-Bellew, Sarah Gresty (Parish Clerk) & 2 members of the public.
Agenda
22/23-01 Election of Chairman. Cllr Halfhide expressed an interest to stand again as chairman; there were no other nominations.
Proposal: To accept Cllr. Andy Halfhide as Chairman. Proposed by Cllr. Brian Branch, Seconded Cllr. Andy Hallam and unanimous in favour - RESOLVED
a) Cllr. Halfhide accepted the position and signed the Declaration of Acceptance of Office.
22/23-02 Election of Vice Chairman. Cllr. Halfhide proposed Cllr. Andy Hallam to remain as Vice Chairman. There were no other nominations.
Proposal: To accept Cllr. Andy Hallam as Vice Chairman. Proposed by Cllr. Halfhide, Seconded Cllr. Branch and unanimous in favour - RESOLVED.
a) Cllr. Hallam accepted the position and signed the Declaration of Acceptance of Office
b) Confirmation of Parish Councillors. All other Parish Councillors would remain in post.
22/23-03 Apologies: Received from Cllr. Kelham Cook.
22/23-04 Disclosure of Pecuniary Interests: None received.
22/23-05 Public Forum:
i) A member of the public questioned why LPC had not responded to planning application s22/0375 as requested by him during the public forum of the meeting of 8 March 2022.
Response: The Chairman confirmed that he had replied and would resend his response to the Planning Department.
ii) The same member of the public also questioned again the upgrade of Black Bull Green Park (BBG) play equipment with the s.106 funds due from the developer from application number s17/1900 as building had started.
Response: All the parks in the village are for all residents. BBG being more for younger children. Until assurance of funds, no decisions regarding equipment can be made.
Action: Clerk to pursue Planning Department to see when s.106 funds are released.
iii) He also asked if Speeding was still on the LPC’s agenda.
Response: Data is still available to see on the website. It has been noticed that a lot of villagers are speeding within their own village. Speeding is a countrywide issue and continues to be a concern and pursued via the PCSO, SKDC Highways, police and Ward Councillors.
iv) A member of the public drew attention to 2 other highways issues. 1. An increase in lorries cutting through the village and 2. cars parking on Stowe Road at the Aquilla junction, restricting views.
Response: Noted by LPC
v) A member of the public would like to see entrance signs at the allotments due to several accidents recently when allotment holders are turning off the A15 and traffic is too fast and unable to stop.
Response: Some talks are in place about a footpath to link Langtoft with Baston and Thurlby which will be pursued by LPC, resulting in surveying road signs. Conversations have been held with SKDC Highways about extending the speed limit along the A15.
vi) Cllr.Trollope-Bellew gave a Report from SKDC.
• The Queens Platinum Jubilee weekend will soon be with use with parishes busy organising events, you can register your details on the SKDC website - Platinum Jubilee events in South Kesteven please email the details to pr@southkesteven.gov.uk
• In the north of the district SKDC is jointly hosting a Beacon Lighting event in Dysart Park, Grantham, on Thursday June 2, residents can bring along a picnic and enjoy a great night of entertainment and celebration, featuring the Cranwell Military Wives Choir and the Jammy Codgers band?
• Local District Councillors will be attending a zoom meeting with representatives from Mallard Pass this week before Stage 2 of the statutory consultation begins on 26th May to 4thAugust. Parish Councillors should have also been approached for a meeting.
• We have just launched our Best Kept Village Awards 2022, there are two categories – small villages 100-500 residents and medium villages – 501-5000 residents. A golden litter bin will be awarded to the winner, please contact Steve Frisby on S.FRISBY@southkesteven.gov.uk for copies of last year’s report.
• More residents have come forward to offer accommodation to Ukrainian evacuees, (including Baston) escaping the terrible conflict in their country. At the last count there were 124 approved
registrations of interest from those wishing to become a sponsor and this number is increasing on a daily basis. In response, TeamSK’s project team set up to help those arriving is continuing its great work and had completed 86 accommodation checks. • We are also lucky that the Queens Jubilee Baton will be visiting Wyndham Park, Grantham on 11th
July, the Baton started its journey from Buckingham Palace on 7th October 2021, travelled around the various Commonwealth countries and will finish at Birmingham for the opening of the Commonwealth Games.
• SKDC has refunded 35,997 households who pay their council tax by direct debit, this amounts to £5,399,550 in the last 2 weeks. For those who don’t pay by DD, the district council hopes to contact by letter from 13th June.
vii) Cllr. Phil Dilks gave a report from LCC and an update of recent village concerns.
• Has noted the request for a sign for allotments and will follow this up.
• Will follow up the A15 sign saying ‘shop and po’ which has been requested
• Has pursue the salt damage with residence and hopefully concluded a plan for next winter. The Network Resilience Manager had recently walked the route and spoken with residents. The plan is to reverse the gritting route and to lower the amount of salt that is spread on smaller roads. Also, he has arranged after the first gritting to contact the concerned residents to check whether this has solved the issue.
• At the recent meeting with Dan Goodman, LCC Highways Manager he agreed to investigate the incorporation of gritting Stowe Road and Kings Street in LCC gritting route.
• Recent highways works include pot holes in Cloven Ends and New Road, fixing street lamps on Bourne Road and the curb on West End.
• Drop-curb at Penfield was due to be done on 16 May but this had not been and will be chased.
• A15 BP Garage. Updated meeting on recent traffic light problems and apology received from Lindums, the Developers. Plans to address roundabout safety issues will be addressed with LCC and will work with LPC to bring these concerns to light. Action: Cllr. Dilks to go back to LCC regarding the fuel station because of our insistence of LPC and to work with LPC to improve the unsafe layout.
• Village walk round on 20th April was very useful. Dan Goodman Highways Manager now has an action list to work through and this would be monitored.

22/23-06 a) 8 March 2022 Parish Council Meeting minutes were presented as a true and accurate record of events. Proposal: To accept and sign minutes. Proposed by Cllr. Debbie Hallam, Seconded Cllr. Lewis Trickey, Cllr. Branch abstained as he was not present, remaining unanimous in favour - RESOLVED
22/23-07 Appointments to working groups: It was confirmed that the following councillors would be:
a) Amenities & Highways: Cllr. A Hallam-Lead, with Cllrs. Halfhide, Trickey, Branch, Valentine and Lauridsen.
b) Finance & General Purpose: Cllr. A Hallam-Lead, with Clerk
c) Events: Cllr. McCulloch-Lead, with Cllrs. Debbie Hallam, Jarmin and Lauridsen
d) Cemetery: Cllr. Debbie Hallam-lead with Cllrs. Branch, Trickey and McCulloch
e) Penfield: Cllr. A Hallam-chairman and LPC representative, with Cllrs. Trickey and Valentine members as residents.
f) Grapevine: Jeannette Pearson Editor with Cllr. Andy Halfhide, Clerk. Cllr. Debbie Hallam as Distribution organiser, Cllr. McCulloch copy reminders, Cllr. Valentine – proof reader and Clerk as back up.
g) Planning All councillors

22/23-08 Councillor Responsibilities: Cllr. Andy Halfhide mooted the idea of potentially sectioning the village into areas with point of contact for each area divided between Councillors to improve communication. Action: c/f to next agenda.
22/23-09 Appointment of representatives to outside bodies:
a) Langtoft Village Hall Management Committee (LVHM)
Resolution: The chairman be appointed as the representative for LPC on the LVHM committee for one year.
Proposed by Andy Halfhide , Seconded Cllr. Hallam, Cllr. McCulloch abstained, Cllr. Jarman objected, the remaining voted in favour. Majority RESOLVED.
b) Hyde and Mossop
i) Hyde & Mossop Charity - Accounts for year ending August 2021 had been received
Trustees :- Velma Denniston 2020 - 2024. Debbie Hallam 2021 – 2025
c) Police Neighbourhood panel. Action: Clerk to contact PCSO to see when the next meeting is.
21/22-10 Review of current Regulatory Documents
a) Standing Orders – deferred adoption to next meeting c/f.
b) Financial regulations – deferred adoption to next meeting c/f.
c) Fixed Asset Register Proposed adoption by Cllr. Halfhide, Seconded Cllr. Valentine
d) Code of Conduct Proposed adoption by Cllr. Hallam, Seconded Cllr. Lauridsen.
e) Risk Assessment Proposed adoption by Cllr. Halfhide, Seconded Cllr. Jarman
f) All policies deferred adoption to next meeting c/f.
All Cllrs voted unanimously to adopt the proposed documents - RESOLVED
22/23-11 Noted insurance provision from 1 June 2022 continuation of 3 year agreement RHIB £511.25.
Finance
Proposal: To accept the following:
22/23-15 Internal Audit Report for Financial year 2021/22 was circulated prior to the meeting.
22/23-16 Annual Governance Statement 2021/22(AGAR) was circulated prior to the meeting and accepted as a true and accurate record of the financial year.
22/23-17 Dates for the exercise of public rights of inspection of 2021/22 accounts Monday 13 June-Friday 22 July 2022 were accepted and noted.
22/23-18 Audit procedures for 2022/23 - to ask Derek Risk to do this again for the coming year.
22/23-19 Confirmed to the meeting: salary scales for Clerk SCP 8 and Gardener/Handyman SCP 3 for the year 2022/23
22/23-20 Confirm budgetary payments such as salary and HMRC payments, direct debits, mowing & gritting contractors, Insurance, Penfield expenses, allotment rental, container rental, grapevine printing, staff and councillor expenses if these fall between meeting dates.

22/23-21 Proposal: to add Cllr. Lauridsen as an additional authorising signature on Unity Trust Bank. Proposed by Cllr. Valentine, Seconded Cllr. Jarman and unanimous in favour - RESOLVED.
Action: Clerk to arrange completion of mandate and to forward to bank.
22/23-22 Clerk Financial report 1 Apr – 31 Apr 2022 was presented to the meeting with bank statements.
