Minutes of the Langtoft Parish Council (LPC) Meeting held on

24 May 2022 at 20:00 in St Michael’s Church

 
Present:  Cllrs. Andy Halfhide (Chair), Cllr. Andy Hallam (Vice Chair), Brian Branch, Debbie Hallam, 
Yvonne McCulloch, liz Jarman, Lewis Trickey and Martin Lauridsen.
 
In Attendance:   LCC County Cllr. Phil Dilks, Jeannette Pearson (JP) for Village Hall Committee and Sarah Gresty (Parish Clerk).

Agenda
22/23-25 Chairman opens meeting.
 
22/23-26 Apologies: were received from Cllr. S Valentine and County Cllrs. Kelham Cooke and Rosemary Trollope-Bellew.
 
22/23-27 Disclosure of Pecuniary Interests: None received
 
22/23-28 To receive reports from 
 
a) County Councillor Phil Dilks updated the meeting
Still chasing Penfield drop curb requirement
Had attended full Council Meeting last week.   Had raised the issue of BP garage A15 roundabout safety with Richard Davis the Cabinet Member for LCC Highways.   He agreed to an onsite meeting.
Cllr Dilks is a member of the Lincs Road Safety Partnership however since the covid pandemic meetings had not resumed.
Cllr. Dilks invited LPC to the British Legion on 14 June at 18:00 for a wreath laying ceremony to commemorate the Falklands. 
 
b) Police   The Clerk reported that a response from PCSO Rowena Everitt had been received to the enquiry regarding neighbourhood policing panel meetings.
Lincolnshire Police no longer hold these meetings; they were disbanded several years ago. However, the Deepings one did keep going until COVID struck. Communities are able to organise and run their own meetings if they wish but the police will only look to attend if there is a specific issue that needs support and advice.  It is no longer policy for the Neighbourhood Policing team to routinely attend any meetings but they will attend if required.
 
22/23-29 Village skips. To reinstate this twice a year – Cllr. Halfhide.  The principle was discussed and would be c/f with more information by Cllr. Halfhide to the next meeting.   Action: C/f to next meeting.
 
22/23-30  Working Group Reports
 
a) Penfield -
Some new signs have been purchased ‘No swimming’
Recent flooding causing the closure of the lower footpath has been experienced due to the failure of the pump and the Quarry, this was reported and was now resolved.
15 Nest boxes had been installed and the majority are now being used.  
Recently filmed 3 badgers, deer and a rare ring necked duck.
 
b) Cemetery – A cemetery meeting will be called and a working party to tidy the cemetery would be organised.
 
c) Amenities - A meeting will be called to arrange repairs previously listed in EEP, Black Bull Green
i) Report on Highways meeting with Dan Goodman LCC Highways Manager.  Results from this meeting were awaited.
ii) Permissive Path - Cllr. Andy Hallam reported that the Solicitors representing County Farms (tenants of the land) were now drawing up a contact for the continuation of the use of the permissive path and bridge.   LPC were responsible for the legal fees which had been authorised by the Chairman.  The repair of the bridge had very generously been offered free of charge by two local residents.  Action: To place an update on Facebook to inform residents of progress. 
 
d)Events:  
a) The Queens Platinum Jubilee 2nd June 2022 – A run through of final arrangements confirmed by            Cllr. Jarman.
i) Resolution: To purchase 2 stomp rocket games £25.98.  Proposed   Cllr. Halfhide, Seconded Cllr. Trickey and unanimous in favour. - RESOLVED.
b) Autumn Bulb planting – Cllr. Yvonne McCulloch would arrange this event through the events working group in the autumn.
JP suggested the Parish Council downloading a community volunteer app. This was thought to be an excellent idea and JP to give further information.  Action:  c/f to next meeting.
 
e) Grapevine
a) To review Editor’s remit.   Action: Clerk to research the old rules and work with JP to make sure the Grapevine timing runs smoothly and to support the editor in this role.
 
22/23-33 Village Hall.  
a) The Village Hall Management Committee had asked for the village hall transfer to be added to this agenda. – Cllr. Liz Jarman led the discussion.
A productive discussion took place.  JP passed the Chairman the Conveyance and constitution documents     
For safe keeping whilst he is reading them.  Copies can be taken for the Parish Council before returning to VHMC
It was confirmed:
The Charity Commission still accept registrations
The Village Hall has to be registered by the Parish Council
Outline plans to be provide by the Village Hall Committee
Action: Clerk to work with JP and the Village Hall committee to collate the necessary documents for presentation to the Parish Council Chairman for signature.
