Minutes of Langtoft Parish Council Extra Ordinary Council Meeting on
Monday 31 October 2022 at 19:00 in the Village Hall
 
 
Present: Cllrs.  Andy Halfhide (Chair), Andy Hallam (Vice Chair), Brian Branch, Yvonne McCulloch, Liz Jarman and Lewis Trickey.
In Attendance:   1 Members of the Public, Sarah Gresty (Parish Clerk)  
 
Public Forum: 
The member of public asked for clarification on the website meeting documents, which was given by the Clerk.
Also requested information on item 22/23-95 Manor Way Playing Field below.   A general discussion on the history of the playing fields and feasibility of taking over the management from SKDC took place.  Discussion and further research will continue.

Agenda
22/23-89 The Chairman officially opened the meeting.
 
22/23-90  Apologies for absence were received from Cllrs. Steve Valentine, Debbie Hallam and Martin Lauridsen.  It was resolved to accept these apologies  –  RESOLVED.
Other Apologies:  Received from Cllr. Kelham Cooke and Cllr. Rosemary Trollope-Bellew.
 
22/23-91 Disclosure of Pecuniary Interests: None received.
 
22/23-92 Minutes from the Parish Council meeting held on 23 August 2022 were presented as a true and accurate record of events.  Proposed to accept and sign Cllr. Hallam, Seconded Cllr. Halfhide and unanimous in favour  – RESOLVED.
 
22/23-93 Matters Carried forward from 23 August meeting:
i) Councillor Responsibilities Map of Areas of Responsibility – Cllr. Halfhide. 
Action: c/f to November agenda
 
ii) Standing Orders – Proposal: To adopt Standing Orders as presented at the meeting.   Proposed Cllr. Halfhide, Seconded Cllr. Hallam and unanimous in favour. – RESOLVED.  Action: Clerk to upload copy to the website.
 
iii) 5g masts – Cllr Dilks any further information to report?   Action: c/f to November Agenda
 
22/23-94 To receive reports from 
a) County and District Councillors 
Cllr. Kelham Cook had submitted a report prior to the meeting. Report.
 
b) Police – Police reports received are posted on the website noticeboard.
The recent break-in at Penfield had been report to the police.   
Action: Clerk to follow this up with PCSO Rowena Everitt.  Also, to request more detailed reports of incidents in the village.  Clerk to invite a police Sargent and PCSO to a Parish Council Meeting.
 
 
22/23-95 Manor Way Playing Field 
Proposal: To resolve to continue discussion regarding playing field and community centre with SKDC.   Proposed Cllr. Halfhide, Seconded Cllr. Branch and unanimous in favour. – RESOLVED.  Action: To gain clarification of Land Registry title.
 
22/23-96  Working Group Reports
 
a) Penfield - Cllr. A Hallam reported a well-attended and very successful Open Day at Penfield on 24 September.   Requests had been received for a spring event.  LPC thanked the Penfield Management Committee for all their hard work.  Suggestion from Cllr. McCulloch for a banner on the crossroads to advertise the spring event.
On a more disappointing side, a break-in had occurred and items stolen from the storage containers.  Insurance claim is underway.
 
Retrospective Planning Permission for siting of the containers.   Action:  Clerk to chase outstanding task with Cllr. Dilks to see if the container requires planning permission.
 
b) Cemetery   Actions: Cllrs. Branch, Lewis & Halfhide to re-mark the new burial quarter in 9’ x 4’ spaces.  A cemetery working group meeting to be called to undertake maintenance and tidy boundaries.
 
c) Amenities 
i) 3 Quotations were presented by Cllr. Jarman.   
Action:  Cllr. Jarman to go back to the companies who quoted for further information to be re-presented at the next meeting.
 
ii)   East End and Black Bull Green Park Signage.  Clerk had obtained 2 quotations for signage to comply with ROSPA regulations. 
1. Graytones foamex boards £32 + VAT each
2. PECS aluminium with gloss laminate signs £38 + VAT
Proposal: To purchase signs from PECS as these were more robust.  Unanimous vote in favour for the Clerk to purchase under her spending powers.
 
i) Grass Cutting Contract – Clerk had received a small price increase from the current contractor.   Action:  To obtain 2 further quotes for comparison.
 
d) Events: Cllr. McCulloch reported a very disappointing turn out from residents of Langtoft for the bulb planting day.  The bulbs have now all been planted by members of the Parish Council and the Bowls club had some too. Unused refreshments were donated to the foodbank.  Action:  Clerk to reimburse Cllr. McCulloch for her expenses.   
 
i) Christmas @ the Crossroads/Reindeer.  The Christmas tree will come from Penfield. Actions:  Monday 5th December Carols  6pm to 7pm at the Crossroads.  
6:30pm lights switched on.  6:30pm to 7pm Carols. Afterward at the Waggon and Horses pub for Mince pies and Mulled Wine
Cllr. Branch to contact singers to lead the carols.
Cllr. Lewis and Hallam to ask the pub if drinks and mince pies could be made available.
Amenities group to put up tree and reindeer trail on 3 Nov.
 
ii) Christmas Card.  Christmas card design by a Year 5 pupil at Langtoft School (Beatrice F) had been chosen  
Action: Clerk to circulate recipient list for cards and to arrange printing.

At 21:32 it was Proposed that standing orders be suspended to finish the meeting items.  Proposed Cllr. Halfhide, Seconded Cllr. Hallam unanimous in favour.-RESOLVED
 
22/23-97 East End Pond – Unfortunately some councillors were unable to access the GrantScape application form circulated by Cllr. Jarman prior to the meeting.  It was noted that the grant application covered the 2 year project.   It was agreed that Cllr. Jarman submit the application as the deadline was before the next scheduled meeting.
Action:  Clerk to scan and circulate application form to Parish Councillors. 
 Cllr. Jarman to submit application to GrantScape.
 
22/23-98 Finance & General Purposes : Financial matters presented by the Clerk as follows:
a) Financial Report for the period 01 April 2022 to 31 August 2022 was circulated before the meeting.  The accounts files were with the internal auditor for review and, therefore, bank statements were not present at this meeting for signature.  The financial report was noted but not signed.
 
Clerk confirmed that the 2021/22 accounts had been externally audited by PKF Littlejohn.
