Minutes of an Extra Ordinary Langtoft Parish Council Meeting held on Thursday 24th July 2025 at 6.30 pm at the Village Hall
 
Present: Cllrs. Bev Farrington(Chairwoman), Julian Tatam (Vice Chair), Yvonne McCulloch,  Steve Valentine, Liz Jarman, Richard Carter, Chris Palmer and Darren Scott
 
In Attendance: 17 Members of the public, District Cllrs. Rosemary Trollope-Bellew and Vanessa Smith and Sarah Gresty-Parish Clerk.  
                                    
Public Forum: As all members of the public were present to discuss speeding the public forum was suspended.  Cllr. Farrington invited the public to put up their hand during the meeting if they wished to ask a questions.

Benches in the Village  
a) Additional bench at West End near Ash Close.  
Action: To investigate SKDC licence for a new bench to be located on the verge and obtain quotes for purchase of a bench for consideration at the next meeting.
 
b) Bench at West End, near Manor Close.   
Action: Amenities working group to look at its repainting and repair.

Traffic & Speeding Issues in the Village.
 
Cllr. Valentine gave an overview of the Speed Indicator Display (SID) data collected and some of the high speeds recorded.  The main areas for speeding in the village are West End coming into the village and Stowe Road both incoming and exiting the village.  This data is published on the website each week.
Currently our SID’s are rechargeable this allows them to be moved to several different locations within the village.  Cameras with their own power supplies are generally static to one location.
Cllr. Vallentine gave some examples of speed data collected in July.  Data indicate that many speeders are villagers themselves.  
 
a) Possible Highway’s Options discussed.
 
• Install ‘Chicane’ with alternate flows having the right of way/priority.   
LCC policy is against chicane being installed.
 
• Install Humps, Tables and/or Cushions along the roads in question.  
Rumble strips are noisy. Humps need to allow for emergency vehicle these are unpopular with residents.
 
• SLOW and 30 painted on the road surface several times along the length of roads in question  
This is achievable
 
• Pavement build outs
Although this would be limiting the on road parking (these rely on politeness of drivers to allow free flow each way.) NB we have quite a few farm machinery movements that are wide).  This can also cause some parking issues.   
 
b) Possible Traffic Officer Options.
• Traffic police in ‘car’ with speed gun at random times, dates and locations. Large CAMERA vans probably better used on main roads.  Highways and the Police are responsible for keeping roads safe, however police operate speed cameras are few and far between.
It was noted that the A15 cameras are in operation.
 
c) Possible Other Options.

>Easier and better assistance from Lincolnshire Road Safety Partnership.

>Greater liaison with LRSP on current practices; seeing as they may get lots of work from the CSW scheme.

>Community Speed Watch  (CSW)is run in partnership with Lincolnshire Road Safety Partnership(LRSP). 

A minimum team of 6-8 volunteers is required to set up a scheme.

Training is required and provided by LRSP
Times required to undertake CSW are at busy times for example 8-9 am.
The speeding vehicle owner will get a letter from the Police as a warning (they will not be prosecuted).  If caught 3 times, this person will get a follow up visit from the Police.
 
Members of Baston Parish Council were in attendance and gave a very informative overview of what Baston has done in their campaign against speeding.    Baston have invested £18k in SID’s which do make a difference, villagers have noticed a reduction in speed, however there is still a problem.   Baston are in the process of setting up a CSW, having purchased their own equipment and have recruited a small group of volunteers.  Baston have investigated getting physical restriction on the roads but LCC Highways have always said no.   Other things they are considering or have done are: posting regular reminders on the village Facebook to villager asking them not to speed.   Considering a “Name and Shame” for those constantly caught speeding.   Park cars legally on the road to slow traffic. 30 mph sticker on bins, cumulatively all these smaller things add up and help and make a difference. 
Baston Parish Council are happy to join forces with Langtoft.  They would explain the option for CSW volunteers Langtoft/Baston to switch the village they monitor as to avoid personal situation with recording friends/family etc.
 
d) Langtoft Parish Council Other Options.
• Status Quo : Do nothing is not an option.
 
• A15 Speeding.  Have a 40mph limit from the Bourne roundabout to Market Deeping roundabout.   The variations of speed to be removed.  
This requires collectively lobbying LCC Highways.
 
• A request for 20mph to be on Manor Close outside the school.
 
Could the S106 monies allocated for recreational facilities be used to support speeding
solutions. Cllr. Smith confirmed the difficulty is that County Council and highways departments
who run the roads and have a county wide policy. When a development is determined LCC
Highways assess and if they don’t think there is any evidence of need for improvement in road
safety in accordance with their policy guidelines, they make no comment. Hence the S106
allocated totally to recreational facilities. 
 
• Cllr. Jarman is investigating paying for our own speed calming measures with the permission of LCC Highways.   This would be brought to full council to see if this is feasible for a resolution.
 
• Village gates at entrance to village on all 4 junctions have been approved by full council.  Funding is being sort.
 
• Cllr Jarman had been in correspondence with Alicia Kearns MP who is willing to assist in a campaign to help residents reduce speeding by adding weight to LCC Highways approach.
 
It was noted that there will be a weight restriction applied to the village for quarry lorries.
 
Outcomes and Actions:
 
1. Roadside flower planters and trees to give the perception of a narrower roads.
 
2. CSW. 
To work with Baston to combine a CSW for both villages
To form a group of Langtoft CSW volunteers. 
Cllr Farrington called to the meeting for volunteers 1 person came forward who would be involved in liaising with Baston to learn more.  
A request for volunteers via grapevine, LiL, Village notice boards 
An update on status of actions will be c/f to the next PC meeting.
 
3. To request Painting 30 and SLOW on the road surface along with lateral lines on Stowe Road and East End.
 
4. Village Gates.  Cllr. Jarman to pursue funding for their installation.
 
5. Cllr. Jarman to pursue funding to pay for our own speed calming measures with the permission of LCC Highways.   Findings to be brought back to full council for consideration.
