DRAFT: Minutes of Langtoft Parish Council Meeting held on Tuesday 25 November 2025 at 19:00 in the Village Hall 
 
Present: Cllrs.  Julian Tatam (who chaired the meeting), Brian Branch, Yvonne McCulloch, Liz Jarman, Steve Valentine, Kevin Payne & Chris Palmer.
In Attendance:  0 members of the public, Cllr. V Smith & Sarah Gresty-Parish Clerk

Apologies: 
Were received from Cllrs. Farrington, Carter & Scott.  These apologies were unanimously accepted.

25/26-73 
Minutes of: 
a) 14 October 2025 Parish Council meeting were presented as a true and accurate record of events.  Proposed acceptance Cllr. Jarman, Seconded Cllr. Valentine.  Cllrs. Branch and Palmer abstained due to absence remaining unanimous in favour. RESOLVED.
 
b) Action Tracker.  Progress on the following was noted.
• Bench on West End.  Renovation date for works to be completed April 26.     
• New Bench location now provided.  Action:  Clerk is applying for license to site the bench and move bin from BBG park beside it.
• Emergency plan.  Cllr. Payne to organise a simulation of the plan in April 26
• Speeding campaign update.  It was noted that Baston Parish have delayed the start of their Community Speed Watch.  No volunteers have come forward after several parish council pleas, deferred until April 26.

Reports 
 
a)County and District Councillors 
SKDC District Councillor V Smith Report Nov 2025
Local Government Reorganisation Debated at SKDC full council on 20th November.  It was proposed that SKDC would put forward a model whereby the Lincolnshire County Council area would be divided in two new authorities. SKDC, NKDC and SHDC would form one local authority, leaving Boston, City of Lincoln, E Lindsey and W Lindsey to form the other.  The two unitary authorities at the top of Lincolnshire (North Lincolnshire and North East Lincolnshire) would be left as is or free to join with others as they saw fit.  Rutland was dropped due to issues with cross border services and lack of firm commitment.  Other authorities have other plans.  All will be submitted to national government by 28th November.  National Government will then undertake a formal consultation in March 2026 with a final decision on which model to go with and the new boundaries of the authorities being known in July 2026.  It is hoped that elections to the new authority will take place in May 2027.
Food waste collection: From 2026 as part of a national directive. Households will be given two bins (5l kitchen and 23l outdoor), likely distributed January 2026. Collections due to start Mar/Apr 2026Further details https://www.lincolnshire.gov.uk/types- waste/food-waste/5 
Mini Orchard: Grants available via SKDC - for up to £1500. Deadline 12th January 2026
Langtoft Specific: 
-Action to reduce speeding and highways impact of new developments along A15: I have called on local County Councillors to collectively take this forward
-Quarry: Cemex held a public exhibition on the Barn at Baston on 19th November
Planning SKDC Enforcement Officers are still looking into the activities at South Fen Road.
 
Cllr. Smith was thanked by the parish council for organising the Ukrainian articles in the grapevine.
 
b)Police  Reports and surveys are received and circulated and made available on website/noticeboard upon receipt.
 
25/26-75 
Finance
a) Financial Account Report for October 2025 with bank statements.
 
The Council NOTED that Income had been received in October totally £18,694.32.   The council RESOLVED to AUTHORISE the expenditure for October totally £2373.07 + VAT £256.76 as shown on the financial report.  An internal bank transfer to the savings account of £6k was made on 8th October. proposed by Cllr. Valentine, Seconded Cllr. Payne.    The Financial Report and bank statement were checked by all councillors prior to the meeting and were signed by Cllrs. Valentine & Payne.
 
b) Half Year audit and comments were NOTED.
 
c) The Draft Budget for 2026/27 was presented to the meeting and discussed in detail.  It was noted that final budgets from working groups were required to finalise figures.  The precept will be resolved on 13th January 2026.  
 
d) Proposal:  To purchase 2 x signs at £195.11(+VAT) from Signomatic and 4 x brown gates from Albany Garden Services at £800(+VAT) for the Village entrances at Stowe Road and East End Proposed Cllr. Jarman, Seconded Cllr. Tatam and unanimously voted in favour. Action Cllr. Jarman to project manage.
 
e) Proposal: Cllr. Carter to be additional bank signatures.  Proposed Cllr. Tatam, Seconded Cllr. Valentine and unanimously voted in favour-RESOLVED.
 
f) Proposal:  To accept the Gritting Contract quote from Hollyoak Landscapes at a cost of £110 per grit for Winter 25/26.  Proposed Cllr. Valentine   Seconded Cllr. Tatam and unanimously voted in favour-RESOLVED.
 
25/26-76 
Parks
a) S106 and Play Park upgrade.  Cllr. Jarman proposed holding an open public meeting for the residents with presentations from 3 companies who have quoted for equipment and upgrade of the parks.  Proposed by Cllr. Jarman, Seconded by Cllr. Palmer unanimously APPROVED.   Action: Cllr. Jarman to arrange a public meeting and to circulate the quotes to the parish council prior to this meeting.
 
b) SKDC UK Prosperity fund for goal mouth repairs.
i.) The revised grant offer from SKDC UK Prosperity fund of £7682.24 was formally accepted.
ii.) Proposal:  To accept the quotation from County Turf as contractor to undertake the work to repair the goal mouths at a cost of £7368.90 proposed Cllr. Tatam, Seconded Cllr. Palmer and unanimously voted in favour-RESOLVED.  Action: 50% payment to be made on playing order Cllr. Tatam to manage project. 
c. The Play Safety Inspection report for EEP was formally NOTED.
 
25/26-77 
Working Groups
a) Christmas Event. Cllr. McCulloch called for help with trees on Saturday.  Several Councillors could make themselves available Saturday afternoon along with a couple of other volunteers.
Wednesday 3rd December Light up Langtoft event in EE Park 6pm.  Help required to put up gazebo. 
Everything else has been organised for the night.
 
b) Christmas card recipients. No additional cards required.
 
c) Grapevine advertising update was noted.  
Action: Clerk to chase for EEP donation from football coach.  
Cllr. Jarman to chase advertisers contributions.   
Cllr. Farrington to respond to residents’ email suggestions for future copies
 
d) East End Pond   The 2025 Aqua pond risk assessment (also uploaded on website) was NOTED and would form part of Amenities group next meeting for discussion.
 
e) Parish village inspection on 1 November.
Actions: 
Clerk to contact WDDB regarding the dyke in front of the pond area.  If not them report to LCC.
EEP wheelchair access to be considered by pond project manager.
Crossroads notice board.  Amenities to look at appropriate wood treatment
Crossroads garden area Cllr. Jarman to see what improvement maybe made
Uncut grass area opposite shop.   To check logistics of having this mowed.
All village planters to be re aligned straight
Cllr. Jarman volunteers to tidy BBG park garden entrance 
BBG railings to be considered when revamping park
BBG extra bin to be relocated.
 
Penfield Report was circulated prior to the meeting.
Amenities Group Actions:  To organise a meeting after the Playground Companies public presentation to then draw up a schedule of works.

Applications received since last meeting and any updates of existing planning.
• To formally note Ashwood Homes proposal for 49 new homes off East End.  To attend public consultations on 2nd and 4th December 6-7pm.
