Minutes of Langtoft Parish Council Meeting held on
Tuesday 7th July 2026 at 19:00 in the Village Hall
Present: Cllr Yvonne McCulloch, Cllr Julian Tatum, Cllr Darren Scott,
In Attendance: Cllr Phil Dilks, Cllr Vanessa Smith and one member of the public
It was noted that only three parish councillors were present. As the quorum for Langtoft Parish Council is four councillors, the meeting was not quorate, and no formal business could be transacted.
As members of the public and County/District Councillors were present, the Vice Chair (in the Chairs absence) permitted the public forum and County/District Councillor reports to be heard for information only.

Member of the public concerned about public understanding of the A15 crossroads box junction. Offered to provide a written explanation for inclusion in the Grapevine. The Council accepted this offer.
Action – Clerk to share written statement with the Grapevine team.

Cllr. Dilks reported on ongoing Highways matters, including the suggested 40mph speed limit on the A15 between Deeping and Bourne. He noted the scheduled resurfacing of the West End/A15 footpath is due overnight on 16 October.
It was noted that Manor Close parking issues occur around school drop-off and collection times, and that proposals for yellow lines along the Close are awaiting consideration by Highways Committee. Some residents have objected and the Parish Council’s view has been requested.
Cllr. Dilks advised that, in relation to parking outside the Post Office, a forward programme brief has been submitted to the relevant team to assess possible solutions, but no fixed timescale is available.
Cllr. Dilks also reported that further information on Local Government Reorganisation is expected within the next two weeks. Lincolnshire County Council has suggested absorbing all district councils, while South Kesteven District Council would prefer to join with South Holland District Council and North Kesteven District Council. It was also noted that Lincolnshire County Council is now Reform-led.
Action: Clerk to add Manor Close parking and proposed yellow lines to the next agenda.
Cllr. Smith:
Cllr. Smith reported that bin collections may take place earlier in the day due to hot weather.
Cllr. Smith reported on Mallard Pass Solar Farm, noting concerns raised by Greatford regarding flood mitigation, surface water run-off and the need for independent assessment.
An update was given on Local Government Reorganisation. Further information is expected shortly, with a dissolution order for South Kesteven District Council anticipated in March 2027. If the current timetable is followed, the new authority would be elected in May 2027, with a one-year handover period and full implementation expected by 1 April 2028.
Cllr. Smith reported on the proposed housing development in Baston, noting that it is expected to go to Planning Committee no earlier than September 2026. Although the formal consultation deadline has passed, residents can still submit comments. Concern was raised regarding the potential impact on Langtoft, particularly increased traffic on the A15.
Cllr. Smith also reported on the Lincolnshire County Council Section 19 consultation on the Minerals and Waste Local Plan, including proposed quarry sites at Greatford and Thetford Farm. Concerns were raised regarding access routes, lack of Section 106 benefits for affected villages, and the cumulative impact of quarry development around Langtoft and Baston.
As the meeting was not quorate, no decisions were made and all agenda items requiring consideration were deferred to the next meeting or to be dealt with in accordance with the Council’s procedures.
